Maybe if you set the MIME type to something never-before
used (like application/localtime ... ?  Then Internet Explorer
will always ask the user, since that seems to be the default
behaviour, only over-ridden when a user clicks the 'always do
what I say' button.

Bloody Bill Gates, letting users do what they want! Flame him.

OTOH, have you tried application/executable or similar?
I'm sure even IE wouldn't automatically execute a file without
asking, would it?
