That's true. It seems like you have the same problem as me.
I didn't find a DDE module on ActiveState. For now, I have compiled a Win32 executable with Perl 5.6 and
the Win32:DDE module, but in future I hope, that there
will be module for the ppm. In worst case you have to
write for you own.

I've never used this module before, but I searched and found a 0.02 version of the sources <http://mirrors.develooper.com/perl/backpan/authors/id/D/DE/DEWEG/> and compiled it for ActivePerl 5.8. No modifications neccessary. All tests succeeded.

I temporarily uploaded it to <http://www.thepierianspring.org/perl/5.8/Win32-DDE-0.02.zip>.

You should be able to download, unzip, and run PPM to install it.
