My first thought is that the modules you're trying to install are part of
the base package and don't need to be installed.  What happens if you do the
following:

perl -e "use DBI;use Data::Dumper;"

If the answer is "nothing", then you they should be in place.  If that is
the case, maybe you need to do an update instead, or a remove before the
install.
