try:

ppm install AdminMisc.ppd --location=http://www.roth.net/perl/packages/

if ok :)
else try to download it and put the ppd file and the tar file in the same
folder.
then in the dos terminal

cd my_dir_where_files_are
ppm install AdminMisc.ppd

thats what i haved done to install other modules
