Yes it does - refer to "Install Notes | Windows" in the html documentation.
There's an assortment of options as you can see from my screen pastes below.

msiexec /i <msi_file> /q
msiexec /i <msi_file> ADDLOCAL="Perl,PerlIS"
msiexec /i <msi_file> TARGETDIR="c:\perl" PERL_PATH="Yes"
msiexec /i <msi_file> /l <log_file>
