If you are setting the password administratively and NOT having the user change his password look into the Lanman module or ADSI via Win32::OLE to set the password without knowing the previous password.

Win32::NetAdmin::UserChangePassword(hostname, user, oldpassword, newpassword)

I can use this command successfully to change passwords, but it does not work if the oldpassword is blank.  I'm trying to use $oldpassword = "";, but this is not working.
