in my humble opinion it is installed by default.
Try the following:

c:\ perl -e "use Win32::Service;"

if you don't get an error like the following it is already installed
on your machine:

"Can't locate Win32/Service.pm in @INC (@INC contains: C:/Perl/56/lib
C:/Perl/56/site/lib .) at -e line 1.
BEGIN failed--compilation aborted at -e line 1."

Thanks for the response.  PPM can not locate the Win32::Service to install.
Do you know where I can get this?  I have searched the perl module on
activestate's website.
