Yup. On my Windows boxes, I've got (all non-AS) perl 5.6.1 compiled with the Borland 5.5 compiler, perl 5.6.1 compiled with MinGW gcc 3.2, perl 5.8.1 compiled with MinGW gcc 2.95, perl 5.6.1 & 5.8.1 compiled with MS Visual C 6.0 sp6, AS perl 5.6.1 build 633, and AS perl 5.8.2 build 803. I've also got a Debian box with perl 5.6.1 and 5.8.3. I use them just for testing. My "production" perl is still AS perl 5.6.1 build 633.

Does the perl dev kit, visual perl, etc work with these compiled perls? ppm?
Not sure about the dev kit, since I don't really know what it contains. I have been able to lift ppm and ActiveState's html document system from their dist and manually install it onto a custom perl, but I don't use it - I was just playing around. Like I said, my production perl is AS, the others are just for testing. Besides, I never really liked ppm; I prefer to building and installing modules with MakeMaker/Module::Build.
