a couple of points about ppm in ActivePerl 5.8:

1. there is no ppm2 in 5.8, therefore no ppm.xml. ppm data is instead
stored at perl\site\lib\ppm-conf\ - essentially all of the ppd files are
stored there as well as a few other things. the default ppm is now ppm3.

2. with regards to CGI - this is a bundled module and we would rather
you not upgrade it. we allow the installation of a different version in
site/lib, and you can access this by say manipulating @INC or at least
the search order of @INC. you might get some unexpected results though =).

3. ActivePerl 5.8.0 build 804 is very old, if you are looking for newer
versions of bundled modules please upgrade your ActivePerl distribution
first before ripping the ditribution you have appart and possibly
breaking things. It is also worth noting that ActiveStte only supports
the current versions of ActivePerl - if you have trouble with an older
version and want support I am only going to tell you to upgrade.
