The message "Bad protocol 'tcp'" is usually caused by the call to
getprotobyname failing. IIRC, all that this system call does is look up
the protocol ('tcp' in this case) in the file
c:winnt/system32/drivers/etc/protocol. Its possible that the other
programs that you have used don't call getprotobyname. If that file is
missing or corrupt, it might suggest that the OS or networking has not
been properly installed, or has been mucked about with in some way.
