Some UNIX implementations have fuser.  I know AIX does for sure.  I just 
checked FreeBSD and it does not.  Your mileage may vary.  See

Does anyone know how to check to see if a file is currently open and being 
used by someone?  I can't seem to find it in the documentation.  I want to 
make sure a file is not being written to before I move it...
