I would think the only way this could be conceived to be accomplished
would be thourgh the application (perl or not) having access to the
Master Boot Record (MBR).  I don't know the first thing about the MBR
except what its for.  In theory the application would need to rearrage
it (logically or virtually) telling the computer which one should boot
default.
