The ASPN module status page,
http://ppm.activestate.com/BuildStatus/5.8-W.html,
lists some modules with "FAIL" but the log (in the
Windows column) is empty: no error messages. For
example, 7 of the Win32 modules are in such a state. What does that mean?
The ppm mailing list[1] would probably be better place to ask, but I would expect that the reason is that some type of failure occurs before the build process can begin such as a missing dependency, a F<Makefile.PL> that tries to run interactively, etc.
