The easiest way, of many, to get the file would probaly be to use LWP::Simple. See 'perldoc LWP::Simple', and for more help 'perldoc lwpcook' and 'perldoc lwptut'. As far as the rest goes, it depends on what you mean by "process", but the data in the specified file does not seem particularly complicated.
