That will probably be because that Oracle distro's Perl bin directory
has been placed at the fron of the PATH environment variable and/or it
has set the PERLLIB or PERL5LIB environment variables.

Perhaps reinstalling Activstate Perl will fix it, or perhaps fixing the
environment variables (Start Menu -> Settings -> Control Panel -> System
-> Advanced -> Environment Variables), assuming you don't need to use
the Oracle Perl.
