Not really. The ActivePerl list covers any platform for which
Activestate has a distribution at a very minimum. For a windows specific
list you would need Perl-Win32-* lists.

This just the standard Perl documentation but is, I think, a fair point,
and I am tempted to say "Well, that's Microsoft for you", but that may
not be entirely fair. However, google is your friend. It didn't take me
long to find this link
http://msdn2.microsoft.com/en-us/library/fe06s4ak(en-US,VS.80).aspx. It
is even easier to find Linux man pages for strftime. So with that and a
bit of trial and error it is not difficult to discover what subset of
format specifiers is supported (been there, done that, the T-shirt
shrank in the wash).
