Tk::WinPhoto is part of the Tk distribution, and not a separate module.
It is in Tk 804.027, as I can confirm from my Solaris box. I may be
wrong, but I believe that it is specific to the X window system, which
would explain why it is not in the Win32 distribution.
I'm using ActiveState perl and in documentation is this:
"This module is not included with the standard ActivePerl distribution. It is
available as a separate download using PPM."
I found on web many questions about WinPhoto for windows platform, but no
answer at all :-)
In the Tk-804.027 sources, there's a file, NotWin.exc, in
the WinPhoto subdirectory, with a comment in it that
indicates this module doesn't yet build on Win32.
