ActiveState posts the results of their automated
builds; in this case,
   http://ppm.activestate.com/BuildStatus/5.8-C.html
indicates that the build of CGI-Session version 4.03
failed because the build of the Scalar-List-Utils
prerequisite failed. This latter failure though isn't
serious - all the tests passed, but when trying to
install it, permission was denied because the system
couldn't remove a dll that was in use.
