have you tried the File::Copy module?

you can put
use File::Copy 'rename';
at the top then call it as rename

it has the functions of copy and move and allows aliasing.. well at least 
to cp and mv


as for your code, did you check your user against the owner? how about the 
groups matching? what about other?


sounds like one of those three are the issue.
