That means that the platform being used (Win32 I assume) doesn't support
F_GETFL.

The cygwin environment does, it seems, define F_GETFL so possibly that
script expects to be run with cygwin perl.

BTW, I notice that that web page has not been updated for 2 years, which
may be significant.
