I'm not sure how that is related to the end-of-support announcement for 5.8 and 5.10. But anyways, there is no stable Ubuntu that has 5.12 or 5.14 pre-installed. The next release should have 5.12, but by the time they move to 5.14 we will probably have Perl 5.16 available...
