The win32 extension are available as a separate download here:

They are covered by a different license. I don't know, off hand, what it
is but it is open source. Mark Hammond, the author of the PyWin32 stuff
donated all his code to the Python Software Foundation (PSF), which
exists to hold Python and related IP.
