I'll check the license, but IIRC, bzip has no licensing restrictions which would prevent us from including it.

And on a closely related note, what are the chances that a more recent
version of the tarfile module might be available from pyppm?
The PPM repository could certainly use an update. Unfortunately, it's harder than it should be. We'll see what we can do to accomodate your request, though.
