Microsoft used to have something they called MS Query, but I haven't seen it
lately (don't know if they still offer it).

What are you trying to accomplish?  Access has its own Query interface where
you can switch between the query builder and SQL view.  If you need just a
front end where a user can run a query without having a full MS Access
license, that is a fairly trivial undertaking.
