Typically FrontPage components will work if these 2 things are in order: 1. The Server must have FrontPage extensions installed 2. The page with the component installed in it must have been created and saved on the very same Server where the Frontpage extensions are installed. I have found that you cannot copy and paste components or code from one page to another with success, you cannot create a web on your home computer and upload it and expect the component to work, nor can you rename a page and expect the component to work. Once a component quits working on a page you have to re- create it as Frontpage uses files it stores in folders that start with _ such as _vti_cnf to store component information.
If you install the component under the above conditions it should work on either an .htm or a .asp extension page.
