I dont think you could do this using the International features of the
Windows. Since you need to keep your server in one international setting.

I'm wondering if anyone has every had to translate a date?  I am running a
Bilingual web site which I need to be able to take " Friday, October 15" and
make it "Vendredi, le 15 octobre"
