almost everyone having personal cell phones and all are probably using them for 
some limited business purpose (although it does not constitute a required need) 
should there be a stipend or should it just be a requirement of employment that 
some business usage is expected on a personal phone.

We recently had a change in personnel, the person who approves the stipend 
retired, and the new person has received quite a few requests. We are looking 
to lower the amount of the stipends and requiring an annual justification to 
keep the allowance and maybe the immediate supervisor not only approving the 
request but also justifying the need for a stipend before it comes up the ranks.

I have attached our policy and request form.

Hi Marlene,
Prior to 2006, individuals could/would submit expense reimbursement
requests for cellular calls that they could designate as work related.  It
was messy, required a lot of reimbursements, loaded up our retention
mechanisms with copies of their cell phone bills, etc.  In 2006, we shifted
to a payroll augment.  The manager still had to say that the individual
needed to use their phone for business.  We no longer managed any equipment
(unless it was an "office" phone that was shared by multiple people...such
as our field workers in the ag stations.)  This practice/augment was
eliminated in the most recent change in July of 2012.  The policy owner
eliminated the payment, augmentations, and expense reimbursements for
personal cell phones, data plans, or other equipment with cellular
connectivity, even when used in the course of performing University job
related business. The allowance for departmentally owned contracts, where
justified, is still there.

Very timely - we just revised our campus 
policy<http://www.policy.ku.edu/provost/smoking-policy> to treat e-cigarettes 
the same as other tobacco products: restricted within 20 feet from any entrance 
or overhang. Our housing advisory board was granted an exception to allow 
residential students to use e-cigarettes in their private rooms but not in the 
common areas of campus housing. We are also launching a tobacco-free campus 
initiative - an open forum is planned for tomorrow. The tobacco-free initiative 
was spurred by a resolution passed by Student Senate and our full University 
Senate (combines faculty, staff, and student senates) that called for a more 
restrictive smoking policy on campus.

The inclusion of e-cigarettes has been broadly supported. We have had a few 
complaints but most smokers are focusing on the larger tobacco-free initiative 
than the inclusion of e-cigarettes.

Our justification has been two-fold: This change was recommended and backed by 
leadership and health professionals on our medical center campus. This change

I don't believe that we have had a lot of backlash re: e-cigs, and they are 
included in our ban.  The purpose of our ban is to reduce the number of young 
adults who start smoking.  I believe that use of e-cigs and smoking are 
correlated, but I am not sure because I stopped following the research after 
the policy was established.

I'm on the Indianapolis campus of Indiana University and also several 
committees with a tobacco-free<http://smokefree.indiana.edu/> and  "Healthy IU" 
focus.  I wanted to share the attached email I received recently with 
e-cigarette information that would support including e-cigarettes in your 
policy.   Here is an excerpt from that email, " Poisoning related to 
e-cigarettes involves the liquid containing nicotine used in the devices and 
can occur in 3 ways: ingestion, inhalation, or absorption through the skin or 
eyes."
I have to echo what Amy at KU said, that the inclusion of e-cigarettes has been 
supported on our campus and I have not heard any complaints.  With that said, 
I'm not sure the message has been received by all of our students, faculty and 
staff as we have seen people smoking e-cigarettes in buildings now.
