Also, I checked with DES ORM about a year ago and they said liability exposures 
for UAVs should be covered under the state self-insurance liability program.  A 
biology professor was going to operate one from a research vessel in the Artic. 
 However, there is no coverage for physical damage or loss to the UAV.  I need 
to get that in writing, though.

Hi – No, but I believe Janai Symons in RSP is working on one.  As I understand 
it, the FAA governs the use of UAV’s for commercial or business purposes, which 
includes use by public entities like universities.  I think such operators need 
to apply for a FAA Certificate of Authorization (COA) to operate the UAV and 
both the aircraft and pilot must be certified.  UAV flights over 
densely-populated areas need to be approved by the FAA.  UAVs can’t be flown as 
if it is a model airplane.
