I've included Jen's contact information as well. ...From Jen: In terms of the question, there is no gold standard for ec policies partly because a lot depends on the type of institution and whether or not they accept export restricted research. Usually people look at peer institutes that have similar programs when benchmarking. The UCOP schools are "fundamental research" only schools so they would want to benchmark against those peers. There are a number of people from UCOP (Brian W.) and most of the UC schools participate on the national export control listserv that we (OSU) host.
