Maybe this is a good start for you.   This is the service descriptions for the 
Mailing Lists Service and Bulk Email Service.  You can see what the services 
are.  On the right has who is eligible for each of them, especially the Mailing 
List service.  It is more open to the university community compared to the Bulk 
service.  The Bulk Service is a little more controlled on who can utilize it 
because of some complexity of the usage of it.

The question is from another institution that is looking at writing policy on 
how to handle such things.

What type of groups are being referred to?  We have our List Server Service 
that is utilized for lists that contain Outside email address, non-OSU or very 
large members.  We also have our Distribution Lists that are within our UES 
service, what you see in Outlook.  Finally, we have our Bulk Mailing Service 
that is used for very large mailings, example of this is the onCampus Today and 
Public Safety notices.
