(Administrative Policy Statement 2.2) is tied to another UW policy, the 
Information Security and Privacy Roles, Responsibilities, and 
Definitions<http://www.washington.edu/admin/rules/policies/APS/02.04.html> 
(Administrative Policy Statement 2.4).  I would start with this second policy 
since it provides some overall graphics and describes terms and roles that are 
used in the first policy noted above.

Dear ACUPA members,

We are starting to working on a systemwide Privacy policy, in the form of a 
framework document outlining "best practices" for the system, naming 
individuals who are responsible for certain privacy duties on campuses (titles, 
not names), etc. Does anyone have such a framework policy for privacy and is 
willing to share?
