Hi Pat,

What you are describing falls into "university related entities" category and
go here for the Indiana University policy perspective on such arrangements:

Dear ACUPA colleagues,
Does anyone have guidelines on the college entering into general MOUs (where
funds are not exchanged) but more of the 'we'll work together on x' type of
MOUs?
Many thanks!
-pat
