We recently implemented a "Policy Impact Statement Form" that is required with 
all new and revised policy.  With this particular form, you must save it to 
your computer and then reopen prior to editing and saving.

but has been a good starting point for us.

We are looking at developing an implementation outline that will accompany 
policy creation.  Has anyone created a policy implementation plan/checklist 
that responsible offices complete when a policy is developed?  It could address
