North Dakota's State Board of Higher Education prohibits possession, sale, service, use, or consumption of alcoholic beverages upon land or in buildings, except as authorized by the institution's president.
While not specifically addressing your inquiry regarding the use of alcohol for education purposes, procedures for requesting an alcohol exception (to be allowed on campus) are found on page 10 of the above referenced policy.
