FYI for your payroll director, we will be implementing a $100 fee to the 
departments. If he is interested, I would be happy to share with him what we 
come up with. Ours will go into effect 7/1 so he can contact me after that if 
he wants information.

This would definitely not be classified as a university policy here at Cornell, 
but I just called our director of payroll and asked if the Payroll Office 
charges for emergency or off-cycle checks.  His answer, verbatim, is below:

"No, but we should!"
