I talked to Barbara Holcomb of Payroll Services.  We do have employees working 
outside of the US and she has a spreadsheet of them, IF their department 
provides her with the information.  They don't have any documentation or 
guidance except this form:

The federal tax issues don't come into play unless they are living outside of 
the US for more than one year.  She doesn't have any information on foreign 
nationals that we employ in their countries of origin.

I know of nothing. I too recall OHR talking about guidance on this front - if 
only to direct folks to the proper offices and give general directives. Do we 
have any clue how many folks world fall into this bucket?

Hi,
Does anyone have a policy on university employees assigned to or working from 
locations abroad? There are labor law, tax law and many other issues associated 
with employing expatriates or foreign nationals outside of the US. All I can 
seem to find are policies on employing foreign nationals in the US, which is 
not what I'm after.
