Hi Josh, The University of Washington's Construction Capitalization Policy (Administrative Policy Statement 61.8<http://www.washington.edu/admin/rules/policies/APS/61.08.html>) contains both what is capitalized and what is not capitalized in the realm of "construction." We also have various budget codes for non-capitalized equipment and software which are simply explained within the glossary of budget codes and do not have a policy per se.
