handling reserves.

assessment focusing on information security:

Basically, the University generally does not 'harvest' the end of year
reserves, but we do require departments to categorize all reserves as
"committed, dedicated, or discretionary" each year; if needed to bolster the
central reserve, the University may harvest departments' annual savings from
prior fiscal year but generally only up to 25%.
