To answer your question about centralized policy office functions:



1)      If you have a central policy office, is it that office alone who 
prepares the policy? Who reviews and approves it?



UVU Policy Office does not write policy. We provide administrative and 
editorial support by training policy owners, reviewing drafts, and helping 
policy owners to move through the policy review process. Most policies are 
drafted by a writing committee. Milestone drafts are reviewed by General 
Counsel, the Chief Policy Officer (my manager) and then are submitted to 
President’s Council for review and approval. Through our shard governance 
process, our staff employee association (with elected senators), faculty 
senate, deans’ council and student government provide written formal 
commentary. The policy owner and President’s Council consider the written 
comments for possible revisions to the draft.

UTSA does not have a policy on procedures. We include very high level 
procedures in our policy and ask policy owners to maintain detailed procedures 
on departmental or college websites. We can make changes to procedures in 
policy w/o making other adjustments.

policies and without.  Our "policy on policies" covers the review and approval 
processes applicable to both.  You may view this policy at:

We often update procedures without adjusting the policy.  However, if both are 
included in the same section, the revision date applies to the entire document. 
 The revision process is the same, but the level of administration approval

Our original policy on policies was developed by a committee convened by our VP 
for Ethics and Compliance, who has delegated authority for oversight of 
administrative policies. Revisions to the policy go through the same process as 
other policies. The one difference is that since the responsible office for the 
policy on policies is the office of the VP for Ethics and Compliance, which is 
where my office reports, rather than someone from the responsible office having 
to work with me to navigate the policy process, I navigate it myself. I 
recommend revisions, get approval from the responsible executive and take it 
through the 2-step approval process.

Hi Tony,



UTSA does not have a policy on procedures. We include very high level 
procedures in our policy and ask policy owners to maintain detailed procedures 
on departmental or college websites. We can make changes to procedures in 
policy w/o making other adjustments.

We publish our administrative procedures both in the same documents with the 
policies and without.  Our "policy on policies" covers the review and approval 
processes applicable to both.  You may view this policy at:

We often update procedures without adjusting the policy.  However, if both are 
included in the same section, the revision date applies to the entire document. 
 The revision process is the same, but the level of administration approval 
required for procedural-only revisions is different than for revisions that 
include policy changes, as indicated in EP5 above.

procedures, you're welcome to take a look at any of the three administrative

I am working on our Establishing University Policy (policy and procedure) and 
our Establishing University procedures (policy and procedure).



Does anyone have a specific policy on procedures?



If you have procedures embedded in a policy (like Cornell) do you ever update 
procedures without adjusting the policy?



If you have procedures in a separate document (like Minnesota) do you have 
specific instructions for managing procedure updates?



I haven't been able to find anything specific to procedures looking around.
