Sheena:

UND does not have a policy governing the formation of official campus 
committees. That said, most of our vice presidents follow a similar format when 
creating committee charters. And just until recently (upon the hiring of our 
new president), all official committee charters were approved/signed by the 
president. He has given that authority back to the vice presidents.
