You can view background work from the "ad hoc joint committee on protests, 
public spaces, free speech and the press" at

policy changes that ultimately resulted in the above policies. The "recommended 
policy" on this website is a 36 page document (hence, not really a policy, but 
good researched information) that provides good references to courts opinions 
that could be helpful for you.
