Hello,

Are there any institutions that do not provide a stipend or issue cell phones. 
What is your policy? Do you provide reimbursement for overages, international 
calls if not? Are there any area's in which you may issue a phone i.e. Public 
Safety?

(We are looking at how others may opt out of paying for cell phones/service 
with institution dollars).
