The University of Michigan's Procedures for Development of University Policy
<http://spg.umich.edu/policies/policy-development-procedures> provides for
decommissioning or retiring an existing policy (see section C). As Joshua
notes for Cornell, it doesn't happen frequently, although we've retired
several out-of-date IT policies in the last couple of years.
