Been meaning to respond to the question on cell phones and stipends since
the original posting earlier in October.

The University of Michigan's Tech Tools: Cell Phones and Portable
Electronic Devices <http://spg.umich.edu/policy/514.04> is our policy that
deals with stipends and reimbursements for use of personally owned devices
for work purposes.
