By default there is a single PW policy set at the domain level.

Some 3rd party tools will give you multiple policies for passwords and the 
functionality you are looking for

Specops is one of those vendors

Password history restrictions are set at the domain.  You can't enforce not 
using a previous password within just a given OU.

I would like to force a group (in an OU of Active Directory) of users to key a 
new password when they logon.   Along with that, they cannot use the previous 
password.

Can that be done through a GPO?
