Did you right-click and run-as-administrator? That has always worked for me.

 

And use the SP2 tools, anyway.

My new PC has Vista on it and no surprise I'm having some issues with it.  I
loaded ADMINPAK.MSI from a 2003 R1 server CD and now I can't start any of
the AD tools.  I ran MMC and tried adding the AD snap-ins but I get the
error message:  MMC cannot initialize the snap-in.  I can run other
snap-ins, just not the AD ones.  Is there a Vista version of ADMINPAK.MSI?
I tried the fix specified here (re-registering the DDLs) but it didn't help.
