Have you tried setting this at the Default Domain Group Policy and
setting no override, and looking at it then?

We have set a GPO at the top of the domain tree to force a password
length of 12 characters, but users are still able to set a password
length of less than 12.     A check of the local security policies on
the client systems shows the password at 12 characters.   Any help on
why this policy isn't being enforced will be greatly appreciated.
