That would be correct. Removing the GPO (or the members of the group)
will not change the IE setting back to where it was prior to the GPO
being activated. Once it has had ample time to filter to all systems, it
can be removed.

I've got a group policy that configures IE to use a proxy server.

Due to changes in our network, I'll no longer need to route users
through the proxy server using group policy.

If I turn disable this policy (e.g., by removing users from the group to
which the policy applies), will IE's proxy settings revert back to the
default of not using a proxy server? Or will it retain the old settings
applied by the group policy and keep looking for the proxy server? In
which case, rather than disable the policy, I would need to keep it
enabled but modify it to configure IE to not use a proxy server...
