Doesn't matter if you are working on the GPO in Server 2008.  Because you still 
have 2000 and 2003 DC's in your environment, it is a sure bet that your forest 
and domain functional level are not 2008, which is required for multiple 
password policies.  You have to edit the default domain policy to have any 
password policy changes take effect, and they will affect everyone in the 
domain.  If that is your intent, then just modify the default domain policy 
with the changes you want to implement.

I was working on the GPO in Windows Server 2008. You never change the policies? 
The templates allow for any modifications you desire. If you don't change the 
password policies, a user can use the password of 1234 (like some of ours are 
doing). I think it would be a good idea to apply this "patch" you were speaking 
of. Where would I find this?  Thanks!
