The external TimeSync have to be define on the DC having the PDC Emulator role, 
in the root domain of your forest.  After that, the time is distribute from PDC 
emulator to PDC emulator in each domain of the forest.
 
Best to point the PDC to a timesource on your network that is synchronised to 2 
external timesource.  In each building, we use the same IP address as the 
network timesource.  We have 2 GPS clock on 2 building as time source to 4 x 
6509 that form the core time distribution to the rest of the network (they do 
something else also...).  The 6509 can also use as backup an Internet NTP 
source.
